Campaign Details: The Philadelphia campaign was launched on June 28, 2002. The city's Neighborhood Transformation Initiative handles call intake and refers callers to one of nearly 30 city-accredited agencies for counseling. The outreach plan includes brochures, newspaper and radio ads, television PSAs and billboards. Because Philadelphia has many longtime homeowners, predatory lending counseling – both pre-loan and post-loan – is a vital component of the campaign. They provide extensive homebuyer counseling, mortgage default and delinquency counseling, and tenant counseling to consumers calling the hotline. They also conduct an intensive, six-day training program that teaches counselors ways to respond to homeowners who seek assistance on specific loan products they have been offered or have signed.
